An Introduction to Bradford Powell
Bradford Powell assumed the role of President of Ultra I&C’s C2I&E business unit in August 2023. He spearheads the planning and execution of projects and operations that enhance the company’s encryption computing capabilities for tactical data link systems.
Under Mr. Powell’s leadership is a team of professionals in developing products and capabilities for Ultra I&C’s C2 solutions suite, such as ADSI, ADSI Air, ADSI RAIN, SAMS, and iEncrypt. His team also deploys coastal surveillance and critical infrastructure protection solutions to the United States and its allies in Europe, the Middle East, and the Indo-Pacific.Â
Before pursuing a career in the national security realm, Bradford Powell set himself as an academic leader in molding present and future solutions. He holds a Bachelor of Business Administration in Finance from the University of Iowa Tippie College of Business and a Master of Business Administration from the University of Chicago Booth School of Business.Â
Additionally, Mr. Powell completed his formal certification programs in program management and defense acquisition at the Defense Acquisition University.

Hosted by the Potomac Officers Club, the Achieving Transformative Cooperation for National Defense Forum will shed light on the significance of Combined Joint All-Domain Command and Control (CJADC2) on international security and in achieving consistent sensor-to-shooter connectivity in the battleground.

Bradford Powell’s Career Journey
Bradford Powell has been in the national security and government contracting industries for over 20 years. He began his career at the United States Air Force in June 2002, where he was appointed as Acquisition Manager for various programs encompassing C4ISR systems, aircraft integration, and government contracting.
Among his notable leadership accomplishments during Mr. Powell’s time at the USAF were commencing the Battlefield Airborne Communications Node (BACN) program and becoming the representative of the Multifunctional Information Distribution System (MIDS) Program.
After serving in the Air Force until 2006, Bradford Powell joined the private sector as the Program Manager at MELEE Associates, Inc. In this role, he successfully transformed the company’s aircraft integration group into a $2 million organization with backlogs worth $17 million in 2007. Concurrent with this role, Mr. Powell served as the Capture and Program Manager for the US Air Force Multi-Mission Payload Program, worth $19 million.
In January 2008, Bradford Powell joined Northrop Grumman, where he honed over 10 years of expertise in program management and national security. His roles at Northrop Grumman included:
- Senior Program Manager, from January 2008 to October 2012
- General Manager (assigned at Al Khobar, Saudi Arabia), from November 2012 to June 2015
- Operating Unit Director, from May 2015 to March 2018

After a decade, Mr. Powell joined Cubic Mission Solutions, where he served in vice-presidential positions focused on corporate development, mission chain strategy expansion, and delivery of multi-sided data platforms to the Intelligence Community and Department of Defense.Â
In January 2022, FON Advisors welcomed Bradford Powell as the President of its federal business unit. In this role, Mr. Powell led a start-up team of seasoned GovCon professionals in the application of commercial AI and ML technologies to cater to different customers’ mission requirements. This earned FON Federal an annual revenue of $3 million in 15 months.
Outside of his executive leadership role, Bradford Powell is a volunteer at the Variety Children’s Charity of the National Capital Region. Since 2015, he has delivered life-changing equipment and services for mobility, independence, and social inclusion to children’s organizations.
Bradford Powell: What’s next for the Ultra I&C C2I&E President?
As the President of Ultra I&C’s Command, Control, Intelligence, and Encryption business unit, Bradford Powell actively contributes to the development of Command, Control, Intelligence, and Encryption solutions for the US Military and international allies.
In a GovConWire interview, Mr. Powell said, “CJADC2 significantly enhances mission effectiveness by not only integrating services across different military domains but also by fostering collaboration and interoperability among U.S. and Allied forces.”Â
He highlighted that CJADC2’s primary aim is to leverage existing technologies and create a consolidated framework that promotes seamless interoperability and communication.Â
