Constellis’ Gordon Foster Joins Serco as SVP, CFO
Serco has announced the appointment of Gordon Foster as senior vice president and chief financial officer of the information technology service management company, effective Oct. 26.
Chairman and CEO Dave Dacquino, a Potomac Officers Club member and 2014 Wash100 winner, lauded Foster's experience in the government contracting industry, saying the appointee will be valuable in the company's North American operations.
“Gordon has a proven track record of leading financial organizations and delivering outstanding results. We look forward to his contributions towards the company’s future growth,” Dacquino said.
Foster will replace incumbent CFO Gary Shankman, a 2014 Wash100 awardee, who announced plans to retire by the end of 2020.
"Gary has been an invaluable member of Serco’s Executive Management Team and made countless contributions to the Company. He has been one of the most devoted and hardworking individuals here at Serco," Dacquino said.
A 20-year veteran of the government contracting industry, Foster most recently served as the CFO of Constellis, a global enterprise focused on risk management, security, humanitarian, training and operational support services. Constellis credits Foster with leading the company through a successful debt restructuring.
Prior to Constellis, Foster was the executive VP and CFO at ASRC Federal. He played a key role in the company's organic and acquisitive growth.
Foster began his government contracting career at Northrop Grumman, holding a variety of leadership roles related to health IT, Department of Defense, commercial, state and local portfolios.
His career in Northrop culminated in a stint as the CFO of the company's civil systems division, cyber solutions division, and intelligence systems division.
Foster earned a master's degree in finance from Villanova University and a bachelor's degree in business marketing from the Shippensburg University of Pennsylvania.
