Constellis Names New Chief Legal & Compliance Officer

Essential risk management and mission support services provider Constellis has appointed Olivia Fines as chief legal and compliance officer and corporate secretary.

CEO Terry Ryan, a 4×24 member and past Wash100 winner, said Fines’ experience and talent are a welcome addition to Constellis’ leadership team, allowing the company to achieve its growth objectives using her knowledge and subject matter expertise.

In her new roles, Fines will oversee and lead all legal and regulatory compliance efforts, including litigation, investigations and corporate governance. She will also manage ethics and internal audit functions, Constellis said.

According to her LinkedIn profile, Fines holds a political science and government degree from Virginia Tech, a law degree from George Mason University and a master’s certificate in procurement, purchasing, procurement and contract management from the University of Virginia.

She recently worked as a senior vice president, deputy general counsel and chief ethics and compliance officer at Parsons.

Constellis has been supporting the government’s wide range of needs. In 2020, it received a $198 million task order to provide security services to the Department of Defense personnel deployed in Kuwait. Its subsidiary, Centerra, was tapped in January 2023 to manage security measures at the Department of Energy’s Savannah River Site in South Carolina.
