Executive Profile: Rich Jacques, Noblis VP of Intelligence
Rich Jacques is the vice president of intelligence at Noblis, a technical and advisory solutions company. With over 20 years of experience in technology modernization and organizational leadership, Jacques specializes in business strategy development, change management, technology transformation, organizational process improvement, contract and program management and human capital strategies, Noblis said. Jacques spent much of his career at Booz Allen Hamilton, where he served as director and principal for almost 21 years. In that role, he led the consulting practice across several Intelligence Community agencies. Before he joined Noblis, he served as the director of intel capture for Belcan, an engineering, information technology and technical service provider. Jacques began his career as a systems engineer at software development and services firm Intergraph. Several organizations and agencies, including the Director of National Intelligence, have recognized several programs either led or supported by Jacques. The VP earned a master’s degree in information systems from John Hopkins University. He also holds a bachelor’s degree in geography from the University of Mary Washington.
