House Lawmakers Introduce Bill Giving AI Researchers Access to More Resources
The leading officials of the Congressional Artificial Caucus have introduced the “Creating Resources for Every American To Experiment with Artificial Intelligence Act,” which gives students greater access to resources needed to develop safe and trustworthy AI.
According to California Rep. Anna Eshoo, the CREATE AI Act calls for the establishment of the National AI Research Resource as a shared infrastructure that would provide researchers from universities, nonprofit organizations and government agencies the tools needed to develop safe and reliable AI technologies. Specifically, NAIRR would offer computational resources, an open-source software environment, data, educational tools and services and AI testbeds.
The bill was introduced by Reps. Eshoo, Michael McCaul, Don Beyer and Jay Obernolte. A Senate companion bill was introduced by Sens. Martin Heinrich, Todd Young, Cory Booker and Mike Rounds, according to the office of Rep. Eshoo.
The CREATE AI Act was introduced weeks after the CIA director called on the United States to outpace adversaries in AI development. Speaking at a Ditchley Foundation event in July, previous Wash100 awardee William Burns said the government must take advantage of private-public partnerships to maintain AI leadership through innovation. He also pointed out that adversaries like China are working to take advantage of AI and other emerging technologies.
