Michelle Howell Joins SPA as Chief Human Resources Officer

Michelle Howell has taken on the role of chief human resources officer at Systems Planning and Analysis. She brings to the company more than two decades of experience forming domestic and international talent strategies for various defense contracting companies. Howell most recently served as executive vice president and chief human resources officer at ASRC Federal. In her new role, she is responsible for capturing and retaining talent and expanding the company’s workforce in three continents, SPA said.

Howell worked at ASRC for eight years in various leadership positions. As the company’s EVP, she collaborated with business leaders, hiring managers and recruiters to create a review process to accelerate the acquisition of high-quality talent for new and challenging programs. She also launched the Center for Development program that provides learning and advancement opportunities for all employees and developed a competitive compensation program with clearly defined career paths for workers.

Before becoming EVP, Howell held the human resources senior vice president position at ASRC, helping develop a manpower planning tool that alerted HR and recruiters of new contract wins to immediately begin hiring processes.

Howell moved to ASRC after spending 15 years at BAE Systems, where she served as HR senior director, senior manager and director.

She started her career at Hughes Aircraft, working as HR manager from September 1995 to July 1997.
