IRS Seeks Information on AI Operations Platform to Comply With EO 13960

The federal tax collections agency is the latest government office to take advantage of artificial intelligence while complying with Executive Order 13960.

The Internal Revenue Service is seeking information on the availability of an AI operations platform to improve its operations. The winning bidder is expected to help with the agency’s data science team in deploying and monitoring an AI model, creating a model card and datasheet for reporting and evaluating the fairness and interpretability of the model, according to a sources-sought notice posted on SAM .gov.

The agency needs a solution that works on RedHat Enterprise Linux OS v7 and v8, is able to operate within an IPv6-only environment and meets section 508 requirements for accessibility, among other requirements.

The federal government has been working to make the most out of AI. In 2020, then President Donald Trump issued EO 13960 to promote trustworthy AI use across the government, ensuring improvements in operations, reducing costs and mission effectiveness.

In 2023, the Biden administration strengthened the earlier initiatives, with an EO that requires developers to share their safety test results, develop standards, tools and tests to help ensure the safety of AI systems and establish standards to detect AI-generated content.
