US Navy’s Updated Strategic Guidance Lists Boosting Indo-Pacific Partnerships Among Priorities

Navy Secretary Carlos Del Toro released on Thursday the Department of the Navy’s updated strategic guidance, which lists strengthening maritime dominance as one of the service’s three priorities. 

The guidance, titled “One Navy-Marine Corps Team: Advancing Department of the Navy Priorities,” also identifies building a culture of warfighting excellence and enhancing strategic partnerships as its primary goals. According to Del Toro, the guidance specifically seeks increased strategic partnerships in the Indo-Pacific region, the Navy said.

Under the guidance, strategic partnerships shall be enhanced through such steps as naval diplomacy prioritization, defense ecosystem modernization and partnering with Congress.

The document encourages a culture of warfighting excellence via programs taking care of the Navy’s people, maximizing educational opportunity and cultivating research development, science and technology.

To strengthen U.S. maritime dominance, the Navy’s priorities include industrial base strengthening, uncrewed technology innovation and combating climate change.

Overall, the Navy guidance presents background information on the Navy’s planning, investments, budgeting and prioritization of personnel and resources.
