Navy to Enhance IT Modernization Efforts With ‘Structured Piloting’ Framework

The U.S. Navy is developing a new “structured piloting” framework to streamline its IT modernization efforts.

According to a draft document, the new framework is designed to improve how the Navy identifies, pilots and integrates new technologies into its operations, DefenseScoop reported.

The structured piloting framework builds upon two previously introduced Agile-centered design concepts: World Class Alignment Metrics and Investment Horizons.

The WAM framework offers a standardized system for evaluating the effectiveness of IT investments, while Investment Horizons helps visualize the Navy’s technology development pipeline.

The structured piloting framework will leverage the WAM concept to determine when and how new technologies transition from pilot programs to full-scale deployment.

The Navy expects the new framework to accelerate the adoption of new IT solutions and the retirement of outdated systems while reducing redundancies.
