White House to Focus on Software Liability on Updated National Cybersecurity Strategy

Brian Scott, deputy assistant national cyber director for cyber policy and programs at the Office of the National Cyber Director, said that the White House will release an update to the national cybersecurity strategy implementation plan before the end of summer.

Speaking at a security conference in Miami, Florida, Scott said the update will focus on software liability reform, including the plans of the Biden-Harris administration on developing a framework surrounding software liability.
 
The White House cyber official also shared areas being considered to be part of the proposed framework, including how to best implement safe harbor incentives for companies using secure methods to develop software, CyberScoop reported.

The Biden-Harris administration released the National Cybersecurity Strategy Implementation Plan in July 2023, assigning 65 counter-threat initiatives to 18 federal agencies.

While ONCD has been addressing cyber-related issues in recent months, the Government Accountability Office recommended that the agency adopt performance measures and a budget to better implement the Biden administration’s cybersecurity strategy.
