Ms. Amanda Toman is the Acting Principal Director for 5G in the Office of the Director of Defense Research and Engineering (Modernization) within the office of the Under Secretary of Defense for Research and Engineering. Ms. Toman is responsible for coordinating 5G efforts across the Department of Defense, oversees and directs the Department's “5G to Next G” research and development portfolio, and advises the Under Secretary of Defense for Research and Engineering on 5G- related topics. She has over 18 years of experience in Department of Defense research and development. Ms. Toman served from December 2010 to May 2020 as the OUSD(P) ASD SO/LIC CTTSO Program Manager for the Personnel Protection Subgroup at the Combating Terrorism Technical Support Office (CTTSO). CTTSO conducts rapid research and development for the Defense Department and the Interagency. During her tenure she managed a large portfolio of research and development efforts as well as developed innovative technology solutions that addressed urgent needs for the Department and Inter agency. From 2006 until 2010, Amanda, was a Program Analyst at CTTSO providing engineering, technical, and management support to the CTTSO VIP Protection Subgroup and Concept Development subgroup. In this role, she supported the development, implementation, transition, and life cycle management of counter terrorism related special projects. Ms. Toman served as a Research Scientist at System Planning Corporation from 2002 – 2006. She was the technical lead that developed new DARPA program concepts, research application areas for program development, attended technical conferences to obtain knowledge for applications, and analyzed the potential for specific applications, e.g., a program to develop bio fabrication of photovoltaics. Ms. Toman holds a Bachelor of Science in Materials Science and Engineering from Virginia Tech with a concentration in Biomaterials.
