CAPT Andrew Gibbons

CAPT Andrew S. Gibbons is a Senior Military Acquisition Advisor (SMAA) to the Assistant Secretary of the Navy for Research, Development and Acquisition. He provides ASN (RD&A) the strategic, programmatic and technical advice to transform how the Naval Force acquires, integrates, fields and trains space-based transport & network capabilities.
A native of Elkton, Md., CAPT Gibbons graduated from the United States Naval Academy in 1993 with a Bachelor of Science in Mechanical Engineering. In 1994, he reported to USS Mount Vernon (LSD 39), qualifying as a Surface Warfare Officer. He next reported to Assault Craft Unit Five in Camp Pendleton, Calif., and deployed onboard USS Boxer (LHD 4) as OIC of a five Landing Craft Air Cushion (LCAC) detachment.
In 1998, CAPT Gibbons reported to Naval Postgraduate School in Monterey, Calif., earning a Masters of Science in Mechanical Engineering. While at NPS he transferred into the Engineering Duty Officer community. From 2000 to 2002 he served at Shore Intermediate Maintenance Activity (SIMA), San Diego and then to COMNAVAIRFOR as Assistant Combat Systems Officer and Force Naval Engineer.
CAPT Gibbons reported to SPAWARSYSCOM as the Assistant Program Manager for Installations and a year later was chosen as a plank owner for installation management of PEO C4I’s Carrier and Air Integration Program Office (PMW 750).
In 2007, he deployed to Baghdad, Iraq as an individual augmentee in support of Operation Iraqi Freedom. While attached to Joint Counter CREW Composite Squadron One (JCCS-1) at Camp Victory, he was the Director of Fielding for vehicle-borne CREW systems employed by Multi-National Corps-Iraq.
CAPT Gibbons led SPAWAR Systems Facility Pacific, Japan as OIC from 2008 to 2011. Concurrently, he served as NAVSEASYSCOM 05’s Strike Force Interoperability Officer for Commander 7th Fleet. CAPT Gibbons returned to PEO C4I in 2011 to assume duties as the APM for the Consolidated Afloat Networks and Enterprise Services (CANES) program, delivering the first unit level and force level CANES systems to the Fleet. He then served as Deputy Program Manager for Ship Integration Program Office (PMW 760) and Tactical Networks Program Office (PMW 160).
From 2014 to 2017, he served as Major Program Manager for Carrier and Air Integration Program Office (PMW 750), delivering the Information Warfare architecture for new construction CVNs, LHAs & LHDs.
CAPT Gibbons was MPM for Naval Communications and GPS Navigation Program Office (PMW/A 170) from November 2017 to June 2022. He developed, tested, produced, fielded, trained and sustained the satellite communications, tactical communications, and GPS navigation systems for Naval maritime, air, shore and expeditionary platforms.
CAPT Gibbons served as Deputy Chief Engineer, Space Capabilities, for NAVWARSYSCOM’s Office of the Chief Engineer prior to his appointment as an SMAA.
