Mr. DeLeon serves in the Secretary of the Navy’s Office of the DON Chief Information Officer (CIO). He is responsible for establish DON spectrum policy consistent with U.S. Government policy and DoD spectrum governance to enable worldwide EMS access for the U.S. Navy and U.S. Marine Corps forces.
He oversees Navy and Marine Corps efforts in response to electromagnetic spectrum (EMS) frequency band auction sharing or reallocation efforts, responsible for a DON $13B budget for managing oversight, reporting and ensuring programs align with DON SRF policies, federal statutes, regulations, and Department of Defense (DoD) policies for accountability and management of the Spectrum Relocation Fund.
He volunteered for a year-long deployment to Afghanistan as a Ministry of Defense (MoD) Advisor, serving as the Senior Spectrum Advisor to the MoD General Staff, Communications (GSG6), Ministry of Interior Affairs Information and Communication Technology Department, and the National Directorate of Security. His duties in that position included Deputy Director Information Communication and Technology, Command Security Transition Command - Afghanistan and to train-advise-assist or mentor Afghan counterparts in the areas of spectrum management programs development, strategic/tactical radio sustainment, Cybersecurity, and Network Operation Center programs.
Prior to his deployment, Mr. DeLeon served as the Federal Spectrum Policy Lead in the Office of the DON CIO. Mr. DeLeon primarily focused on U.S. National Strategic Spectrum policy needs. In this capacity, he provided technical expertise and a wide range of mission support to the DON CIO Strategic Spectrum Policy Director in the development and implementation of DON EMS policy, including the execution of EMS management responsibilities as defined by the U.S. Code of Law (USC), U.S. Code of Federal Regulations (CFR), Office of Management and Budget (OMB) Circulars, Department of Defense (DoD) policy, and Secretary of the Navy Instructions.
Mr. DeLeon has been an active participant in all EMS forums, including bilateral and multilateral preparatory activities (national and regional). He served as the DON’s representative to the National Telecommunications and Information Administration Interdepartment Radio Advisory Committee, which advises the Assistant Secretary of Commerce in executing frequency management responsibilities assigned by the President of the United States. He also served as principal expert for the DON’s EMS policy, analyzing and resolving difficult policy and planning problems or issues, managing special studies, and recommending innovative EMS approaches.
Mr. DeLeon’s military experience includes Senior Spectrum Management Officer with the Marine Corps, during which he was responsible for Spectrum Officer and Enlisted Occupational billets including EMS policy.
Mr. DeLeon earned a B.S. degree in Cybersecurity from the University of Maryland University College, and an A.S. degree in Computer Electronic Engineering from ITT Technical Institute.
