Brian Schreffler is the founder and CEO of Binary Knowledge Solutions LLC. In July, 2024, Brian stepped down from his role as the Chief Technology Officer for the Office of the Director of National Intelligence. Having completed over 30 years serving the United States first in uniform and then as a federal civilian with tours in the US Secret Service, the Department of State and across the Intelligence Community, he has been a change agent, driving organizations to accelerate adoption of new technologies and leading cultural change. His focus now is multi-faceted. First, to discover and drive impactful technical advancements towards the Intelligence Community, DoD, and DHS. Second, to work with those same agencies to help them understand and adopt modern acquisition methods, steering away from legacy contract and espousing private sector behaviors, transferring programmatic risk to the vendor.
The choice for his new company’s name reflects how successful change has occurred in his career. Many agencies suffer from “analysis paralysis” and struggle to adapt, not only to new technologies, but to organizational cultural change. By breaking each problem down until it is at the binary level, either a yes or a no, then a succession of binary decisions build success. He is driven to challenge the all too familiar phrase, “but we’ve always done it that way”. Mr. Schreffler looks for the data behind the decisions to work with organizations to find more effective and efficient ways of leveraging technology to accomplish the organization’s mission. Now as a consultant and board member he provides a unique approach to both industry and the government, to find a balance between the two.
