Col Frank A. Biancardi II is the Deputy Director, Advanced Battle Management System (ABMS) Cross-Functional Team (CFT), within the Chief of Staff office for Strategy, Integration and Requirements, Headquarters Air Force, the Pentagon, Arlington, Virginia. In this position, he supports the Director of ABMS CFT guiding threat-informed and concept-driven command and control modernization, linking warfighting capability requirements to decision advantage in competition, crisis, and conflict.

Col Biancardi entered the Air Force in 2002 commissioning from the United States Air Force Academy after earning a Bachelor of Science
degree in Political Science. He earned his wings at Laughlin AFB, Texas and served as a B-1B Instructor Pilot, Tactical Air Control Party Air Liaison Officer, and Jump Master. He served in a variety of positions and commands including, Principal Military Assistant to the commander, NATO Allied Joint Forces Command, Commander 9th & 11th Air Support Operations Squadron, Branch Chief A5/8 Combat Forces Panel, Headquarters Air Force, and Assistant Director of Operations. Col Biancardi has deployed numerous times in support of Operations IRAQI FREEDOM, ENDURING FREEDOM, NATO RESOLUTE SUPPORT, and other contingency operations. The Colonel was the Military Assistant to the Secretary of the Air Force, Department of the Air Force, the Pentagon, Arlington, Virginia.

Col Biancardi is a senior pilot and jump master with more than 2,200 hours in the B-1B Lancer, T-38A Talon, and T-6 Texan II including 128 Combat Sorties and over 1500 combat hours in the B-1B.
