Colonel Quinter earned a Bachelor of Science (B.S.) in Environmental Engineering from North Carolina State University, a Master of Science in Management and Leadership (MSML) and a Master of Business Administration (MBA) from the George L. Graziadio School of Business at Pepperdine University, a Master of Arts (M.A.) in National Security and Strategic Studies from the U.S. Naval War College, a Master of Science (M.S.) in National Security Strategy from the National War College and a Cyber Security Leadership Certificate from the College of Information and Cyberspace, National Defense University. He is a graduate of The Basic School, Communication Information Systems Officer Course, Expeditionary Warfare School, Advanced Communication Officer Course, College of Naval Command and Staff, Maritime Advanced Warfighting School, and the National War College. Colonel Quinter is a General Robert H. Barrow Fellow for Strategic Competition, an 0505 MAGTF Plans Officer, an 0603 Advanced C4 Planner, and a 9702 Joint Qualified Officer. Colonel Quinter's personal decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal with two gold stars, the Navy Marine Corps Commendation Medal with gold star, the Navy Marine Corps Achievement Medal, the Military Outstanding Volunteer Service Medal, and the Combat Action Ribbon with gold star.
