Colonel David J. Chaboya is the Senior Materiel Leader for the Enterprise IT and End User Services (HNI-ES) Division within the Program Executive Office, Command, Control, Communications, Intelligence and Networks PEO/C3I&N, Hanscom AFB, Mass. He is responsible for organizing, training and equipping a 300+ member division, across 4 geographic locations, performing management, design, deployment,
and sustainment of $4B+ in Air Force Information Technology infrastructure. He leads a diverse organization that delivers cyber and IT Infrastructure and Services connecting Airmen and Guardians with the data and information required to accomplish their missions. HNI-ES delivers the Department of the Air Force (DAF) critical enterprise services to include the deployment of Enterprise IT as a Service (EITaaS) Wave 1 and DAF365. HNI-ES also provides Information Protection and End User Device capabilities across the Enterprise IT spectrum including Identity, Credential and Access Management, Zero Trust, Vulnerability Management services, secure computing devices and software defending our
warfighters.

Colonel Chaboya has served in engineering, research, operations, and acquisitions assignments including intrusion detection/incident response, anti-tamper/software protection, cyber operations/exploitation, and agile software development. He is a graduate of the NSA Computer Network Operations Development Program and is a Certified Information Systems Security Professional.
