CAPTAIN Donovan I. Oubré received his Bachelor of Science in Mathematics and commissioning through the NROTC program at Southern University A&M College on December 1994.
From there his Navy life began as an Ensign in the Surface Warfare Navy aboard the USS Klakring (FFG 42) homeported in Norfolk, Va as the Undersea Warfare Officer, First Lieutenant and Assistant Combat System Officer. He received his Surface Warfare Officer pin as an Ensign and completed a Mediterranean deployment with Enterprise Battle Group. Later, he assumed duties as the Training Department Head onboard USS Belleau Wood (LHA 3) where he completed two deployments with the Belleau Wood Amphibious Ready Group to include support for Operation Desert Fox.
CAPT Oubre attended the Naval Postgraduate School in Monterey, Ca where he earned a Master of Science in Electrical Engineering with specific emphasis in Communication Systems and research surrounding the effects of 5GHz wireless environments in the area of Orthogonal Frequency Division Multiplexing.
His first cryptologic assignment was in the Submarine Direct Support Officer at Naval Security Group Activity, FT Meade. Additionally, he deployed as an individual augmentee (IA) to Kosovo supporting KFOR (NATO) as the Senior SIGINT Watch Officer in support of Operation Joint Endeavor and as the NSA Liaison on the first Combined Joint Task Force Horn of Africa (CJTF-HOA) staff.
CAPT Oubre has completed two separate tours at COMUSNAVCENT/COMFIFTHFLT as the FLEET CRC/Deputy Collection Manager and as the Director of Information Operations (IO) and Fleet Special Access Program Control Officer (FLTSPACO)/Special Technical Officer (STO) Chief.
CAPT Oubré led the Programs Development Team at Navy Information Operations Command Suitland where he served as the Branch Head for Information Warfare Systems managing more than 8 Programs of Record, totaling more than 600 million acquisition dollars.
CAPT Oubré served as Deputy Chief of Staff, Intelligence Directorate USCYBERCOM (PLANKOWNER). CAPT Oubré was instrumental planner and the standup of the CYBERCOM Joint Intel Operation Center (JIOC). Prior to stand up of CYBERCOM, CAPT Oubré served as Chief, Intelligence Plans, Policy and Integration at Joint Task Force - Global Network Operations. Also, he served as Deputy Chief of Staff, JFHQ - Cyber supporting USSOUTHCOM and USPACOM, Chief of Fires and Special programs for FLTCYBERCOM/COMTENTHFLT. His many duties included Senior Cyber Planner for Cyber FIRES, Director of Cybersecurity Operations for NSA and Deputy Program Executive Office (PEO) for Cybersecurity Solutions.
Currently, CAPT Oubré is serving as Division Director for Cyber Resiliency for the Chief of Naval Operations. His awards include the Meritorious Service Medal (2nd award), Joint Service Commendation Medal (2nd award), Navy Commendation Medal (3rd award), Joint Service Achievement medal (2nd award), Navy Achievement Medal (2nd award) and Meritorious Volunteer Outstanding Service Medal. CAPT is designated an Information Dominance Warfare Officer, Surface Warfare Officer, Joint Qualified Officer and is a member of the Department of Defense Acquisition Corp. CAPT Oubré is certified Acquisitions LEVEL III for both Systems Engineering and Program Management.
