Doug Wiltsie is Vice President of Operations in the Defense Systems customer group. He oversees a $400 million portfolio of U.S. Army services and mission support with a focus on Army Intelligence, Mission Command, and Enterprise IT.

Doug joined SAIC in 2018 after 34 years as a Department of the Army civilian, retiring as a member of the Senior Executive Service. Throughout his career he has held numerous positions of increasing authority leading teams focused on developing cross-portfolio systems architectures, system analysis, and mission support to enable integration of key technologies across functional areas to provide an overall operational capability. Examples include the Army network, cyber, Cloud Computing and the Common Operating Environment.

Doug served as the inaugural Executive Director of the Army Rapid Capabilities Office. He was also the Program Executive Officer for Enterprise Information Systems as well as the Deputy (and acting) Program Executive Officer for Intelligence, Electronic Warfare, and Sensors.

He retired as the Executive Director, Office of the Chief Systems Engineer, Assistant Secretary of the Army (Acquisition, Logistics and Technology), where his responsibilities included program management of more than 60 Department of Defense and Army acquisition programs supporting communications, logistics, medical, finance, personnel, biometrics, training and procurement operations.

Doug has a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces and a Bachelor of Science in Mechanical Engineering from the Virginia Polytechnic Institute.
