CAPT Frank Futcher

Captain Frank Futcher is a career Navy Supply Officer and currently assigned to the office of the Assistant Secretary of the Navy for Research, Development, and Acquisition and serves as the Director of NavalX. Prior to his current assignment, he was Deputy Department Chair of Defense Strategy, Acquisition, and Resourcing Department, and Director and Faculty Lead for the Emerging Technologies Industry Study at the National Defense University – the Eisenhower School. While at the Office of the Chief of Naval Operations (OPNAV), CAPT Futcher was the Navy’s lead for accelerating implementation of additive manufacturing across the U.S. Navy and oversaw the development of the Navy’s first Additive Manufacturing Vision and the Department of the Navy’s first Additive Manufacturing Roadmap. Operationally he has served on four ships; the amphibious ship USS CARTER HALL (LSD 50), the hospital ship USNS COMFORT (T-AH 20), and combat logistics ships USS SAVANNAH (AOR 4) and USNS RICHARD E. BYRD (T-AKE 4). He is a graduate of the George Washington University and holds a Master of Science Degree in Operations Research from the Naval Postgraduate School.
