Hao-y Froemling is the Executive Director of Vetting responsible for TSA passenger pre-screening and credential vetting programs including Secure Flight, Aviation worker vetting, Transportation Worker Identity Credential (TWIC), and the TSA Pre® Application program. Her portfolio involves pre-screening 3M daily passengers against terrorist watchlists and recurrently vetting over 21M credential holders across multiple modes of transportation. Her responsibilities include managing over $400M budget annually and over 400 federal staff geographically distributed running 24/7 operations in Maryland, Virginia and Colorado. She oversees vetting end to end program management, operations, adjudication and associated vetting policies, IT vetting requirements, and regulatory requirements. As part of this, she also oversees TSA’s enrollment services to facilitate vetting which includes over 400 enrollment locations in the US and US territories.
She has worked in public service and with TSA since 2007. Prior to working in government, she worked in Information Technology Management Consulting for 11 years with Accenture. With Accenture she worked on all aspects of systems integration projects including extensive experience in requirements, development, multi-system and data integration, client and customer service engagement, contract acquisition. Her projects at Accenture include work at Verizon to integrate former Bell Atlantic, NYNEX, GTE telecomm billing, customer service and provisioning systems into one consolidated system as well as work at the United States Postal Service implementing tracking and payment to air carriers for international mail.
