Defense Security Cooperation Agency (DSCA)

Ms. Heather Meyer is the Assistant Director for Administration for the Defense Security Cooperation Agency. In this capacity, she provides leadership and oversight of the Chief Performance Office and Talent Management Division. The Chief Performance Office is the clearinghouse for all internal Security Cooperation enterprise data, as well as internal controls, audit management, functional requirements and Assessment, Monitoring and Evaluation. The Talent Management Division provides the full complement of human capital management services, to include professional and organizational development. Ms. Meyer joined DSCA in March 2021.

Prior to joining DSCA, Ms. Meyer served as the Resources Division Chief for the Defense Technology Security Administration. There she led the Planning, Programming, Budgeting and Execution effort for the $160 million program, in addition to providing talent, facilities and contract management services for the agency. From 2016 -2020, as the Associate Director for Resources, Office of the Administrative Assistant to the Secretary of the Air Force, her team managed an annual budget of $5.6 billion, led the Headquarters Air Force Program and Budget Review Board, and provided human capital, manpower and continuous process improvement services for the 30,000 people assigned to Headquarters Air Force. In a voluntary capacity from 2015 to 2018, she was the Chair of the Women’s Initiatives Team, Air Force Barrier Analysis Working Group. This all-volunteer, cross functional team investigated anomalies and proposed solutions to eliminate barriers to Air Force service and advancement for uniformed and civilian women. While on active duty in the Air Force from 1997 to 2014, Ms. Meyer served as a personnel officer and commander with assignments at Headquarters Air Force, Air Combat Command, Air Force Materiel Command, Air Mobility Command, Afghanistan and Kuwait.

Growing up in an Air Force family, Ms. Meyer lived abroad in Germany and Japan, but considers the DMV home. She has Master’s Degrees from the National Defense Intelligence University (Strategic Intelligence) and Webster University (Human Resources) and a Bachelor’s Degree from the University of Minnesota-Duluth.
