John Hickey

John Hickey is DISA’s Cyber Security Risk Management Executive, where he is responsible managing the risk in Cyber domain and ensuring security within DISA and across the Department of Defense Information Network (DoDIN). He provides Cyber Defense system engineering and technical direction and advises on all Cyber Security and Network Operations (NETOPs) planning, policy, implementation, and technical initiatives.
Prior to this role, Mr. Hickey served as the Portfolio Manager of DoD’s Mobility Program. He was responsible for the planning, resourcing, and acquiring of commercial capability to support unclassified and classified mobility as an enterprise service. He has also served as the Vice Director of the Defense Spectrum Organization responsibility for delivering enterprise spectrum management capability to support global operations.
Mr. Hickey served twenty-seven years in the U.S. Army. He served in various command and staff position as Infantry, Signal officer and information system engineer. His joint assignments include: Commander, Joint Spectrum Center where he was responsible for supporting global combat operations; Technical Director Information Assurance and Chief Engineer for Identity Management where he led the engineering efforts to support PKI and directory services deployments; Chief Frequency Management Office Europe where he planned and supported the system engineering spectrum management operations in Europe and Africa; Deputy Commander for a NATO field activity supporting strategic communications efforts in southern Europe including operations in Bosnia Herzegovina.
Mr. Hickey has numerous military awards including the Defense Superior Service Medal.
He received his Bachelor of Science Degree in Commerce and Business Administration from the University of Alabama, a Master’s of Business Administration from Jacksonville State University, and a Master’s Degree in Strategic Studies from the U.S. Army War College. Born in Miami, Florida and raised in northern New Jersey, Mr. Hickey is married to the
former Chi Wu and they have four children. He lives in North Potomac, MD., and enjoys, golf, snowboarding and skiing.
