As Chief Technology Officer for ECS’ Homeland Security and Justice business, Keith McCloskey is responsible for shaping and leading the long-term strategic technology vision and solution capabilities, driving innovation and best practices across our Homeland, Justice, and FBI customers. He leads the application of innovations and best practices from ECS’s AI/Data Analytics, Digital Transformation, Cloud, DevSecOps, Lean Agile, and Cybersecurity solutions and capabilities to help accelerate mission results in securing our nation and protecting our fellow citizens.

As a trusted advisor to Senior and Executive Leaders across DHS, Keith has led organizational and technological transformation efforts across DHS and strives to lead change across cultural, organizational, and technology boundaries. Successes include leading solution and software delivery through DevSecOps, maturing the use of data across the department, developing Cloud, Agile, DevSecOps, and Cyber Strategies, leading the delivery of Secure Private and Public Cloud Services, creating platforms for mission delivery, delivering Zero Trust based solutions, and driving effective adoption of new and emerging technologies to include technology transfers from DHS’ S&T into the department.

Prior to ECS Federal, Keith was the CTO for Blackstone Federal and served in numerous senior and technology leadership roles from small startups to large commercial organizations serving Defense, Civilian Federal, Financial, Telecommunications, and Service Provider industries.
