Kerry O’Connor joined the U.S. Department of Homeland Security's Office of Infrastructure Protection (IP) in 2010 as a Program Analyst for the Sector Outreach and Programs Division (SOPD) and a member of the Critical Manufacturing Sector Specific Agency (CM-SSA). He spent much of his time establishing a Sector cybersecurity working group and became heavily involved with IP’s implementation of Executive Order 13636, “Improving Critical Infrastructure Cybersecurity”. Recently, he joined the Cross-Sector Integration and Innovation Center where he focuses on cross-sector cyber issues, physical-cyber nexus, and the implementation of NIST Cybersecurity Framework.
Mr. O’Connor currently represents IP six Critical Infrastructure Sector Specific Agencies on cross-sector cybersecurity matters including the implementation of Executive Order 13636: Improving Critical Infrastructure Cybersecurity, the development of Critical Infrastructure Cyber Community Voluntary Program as outlined by E.O. 13636, and leading the development of six NIST Cybersecurity Implementation Guidance documents for the six IP Critical Infrastructure Sectors.
Mr. O’Connor liaisons across several Government agencies including the office of Stakeholder Engagement and Cyber Infrastructure Resilience (SECIR), US-CERT, ICS-CERT, and the National Cybersecurity and Communications Integration Center (NCCIC).
Mr. O’Connor earned a Bachelor of Science from Virginia Polytechnic Institute and State University and a Master of Business Administration from Virginia Commonwealth University.
