As vice president of Federal Civilian Solutions (FCS) for Noblis, Lisa Gardner leads the strategy, program execution and growth of the federal civilian government portfolio. She brings more than 20 years of experience developing and implementing strategic growth plans, winning large contracts, managing large and diverse teams and driving account operations and financial results.
Previously, Lisa led Business Development for Noblis’ Federal Civilian Solutions mission area. Before joining Noblis, she served as director, Health and Human Services (HHS) Business Development and Strategy at Leidos; vice president, Health IT at Technatomy and vice president, Health and Scientific IT at Engility (now SAIC).
Lisa has vast experience working with federal agencies, with domain expertise from leading teams and driving growth within the U.S. Department of HHS, Veteran’s Affairs, the National Oceanic and Atmospheric Administration, the U.S. Treasury Department and the U.S. Department of Homeland Security. In these programs, she collaborated with scientific, IT, management and strategy team members on high-performance computing, agile software development, enterprise program management and scientific-driven IT solutions to provide mission outcomes for government customers.
Lisa holds a Master of Science in Management of Information Technology and a Bachelor of Science in Commerce both from the University of Virginia’s McIntire School of Commerce. She is a certified Project Management Professional and Fellow on the American Council for Technology and Industry Advisory Council. She was named on Washington Exec’s Healthcare Execs to Watch in 2023 list and recognized by the Potomac Officers Club (2021) as one of five health care executives making a difference in the health IT sector.
