Mark Land is Deputy Director, Office of Contracts, National Reconnaissance Office (NRO). Mr. Land was hired by the Air Force General Counsel in 2003 to serve in the NRO’s Office of General Counsel. Prior to becoming Deputy Director, Office of Contracts, Mr. Land served as the NRO’s Deputy General Counsel.
Mr. Land retired from the Air Force in 2003 after serving 20 years as a Judge Advocate (JAG). His assignments included serving as Staff Judge Advocate, Patrick Air Force Base FL which encompassed support to the Eastern Launch Range; Director, Acquisition Law, Air Force Space Command, CO; Deputy Staff Judge Advocate, McClellan Air Force Base, CA; and other assignments at Air Force Materiel Command Headquarters, OH, Washington D.C., Texas, and the Republic of Korea. In addition to serving as Staff Judge Advocate, Mr. Land served as a Prosecutor and Defense Counsel, Appellate Defense Counsel, Air Force JAG Recruiter, System Program Counsel, and Trial Counsel for cases before the Armed Services Board of Contract Appeals.
Mr. Land received his Bachelor of Arts Degree, from Michigan State University, and his Juris Doctor from DePaul University, Chicago IL. He also received a Masters of Law (LLM), in Government Procurement Law from The George Washington University. Mr. Land is also a National Contracts Management member and a Certified Professional Contracts Manager (CPCM). His article, “The Commercial Space Launch Act: 15 Years of Department of Defense Support to the Commercial Space Industry,” was published in the American Bar Association Publication, the Procurement Lawyer.
Mr. Land is married to the former Sharron Madison. Mr. and Mrs. Land have four children; Melissa, Colin, Vaughn, and Isabella.
