Rachelle Henderson

Rachelle B. Henderson serves as Executive Director over the Border Enforcement and Management Systems Directorate (BEMSD), in the Office of Information and Technology (OIT) within Customs and Border Protection. BEMSD supports CBP’s border enforcement mission and administrative systems by providing information technology services to CBP operational components as well its mission support organizations. The BEMSD mission is to deliver timely and relevant, mission-focused technology solutions that integrate capabilities across systems, partner components, and agencies.
Prior to her return to Washington, D.C., Ms. Henderson served as the J-1 Section Chief at the Department of Homeland Security’s Joint Task Force – West, overseeing administrative functions such as personnel, budget, information technology, and facility management. She spent a number of years in CBP/OIT as a software developer, team lead, and program manager. In 2006, Ms. Henderson became a Branch Director, supporting U.S. Border Patrol and Office of Air and Marine national-level software programs. She also served as the OIT Field Support Regional Director overseeing CBP technologies along the Southwest Border.
Ms. Henderson received a Bachelor of Science in Business Administration, Information Systems, from the University of Montana and a Juris Doctor from George Mason School of Law. She is a graduate of the Department of Homeland Security (DHS) Fellows Program and is a certified DHS Program Manager.
