Rhett has served as the Deputy Assistant Secretary for Cyber and Emerging Technology Intelligence since 2021, when OIA established the Cyber Intelligence Directorate. Rhett and his team have built the directorate from a small group of cyber analysts into a robust organization that marshals analytic, technical, and collection resources to help the Department, interagency, and operators of critical financial infrastructure better detect, mitigate, and disrupt malicious cyber activity.
Since joining OIA in 2009 as an intelligence analyst in the Middle East and Europe Office, Rhett has also served as the President's Daily Brief briefer to Vice President Joe Biden, the Deputy Director of OIA’s Office of Economics and Finance, and the Director of OIA’s Cyber Analysis Office.
Prior to his Intelligence Community service, Rhett operated foreign political party development programs in the Balkans, South Asia, and South America for one of the U.S. political party institutes. Rhett also worked on foreign affairs and homeland security issues on Capitol Hill.
Rhett is a graduate of Austin College and the London School of Economics, where his research focused on Russian foreign policy to its Near Abroad. Rhett lives in Northern Virginia with his wife and three children.
