Mr. Richard (Rick) Kellogg was named as the Acting Director of the Mission Partner Capabilities Office within the Secretary of the Air Force Concepts, Development, and Management Office in January 2022. In this capacity, on behalf of the Secretary of the Air Force, he executes the roles and responsibilities of the Executive Agent for the Department of Defense Mission Partner Environment. Prior to this role, Mr. Kellogg was the Technical Director for the Secretary of the Air Force Concepts, Development, and Management Office’s Cyber Division. In this position, he developed technologies that tailor commercial big data applications to solve Defense intelligence challenges while engaging with Congressional staff, exploring new technologies, and advising on architecture investment. Prior to this, Mr. Kellogg spent four years in the private sector with Semantic Research -- a small commercial software company that pioneered the application of graph analytics to knowledge curation challenges. Initially, Mr. Kellogg led the sales team focusing on market growth while linking customer feedback to product development and later directing all contracts and program management functions as a corporate committing official. Prior to joining Semantic, Mr. Kellogg was a government civilian with the Office of Naval Intelligence as the Director of the Innovation and Collaboration lab within the Air Force’s Intelligence Systems Support Office, where he led a team that provided research and development support to the Office of the Under Secretary of Defense for Intelligence. Before joining the federal government, Mr. Kellogg spent 25.5 years in the Air Force in various Space acquisition and operations assignments retiring as a Colonel in August of 2009. Mr. Kellogg’s assignments included Payload Engineer support to Space Shuttle operations; a tour in Shemya, AK; command of a Satellite Operations Squadron; Director of the National Reconnaissance Office Pentagon Group; wrapping up his career as Military Assistant and Chief of Staff to the Deputy Under Secretary of Defense (Intelligence) for Technical Collection and Analysis. These assignments provided experience on the Air Staff, NRO Staff, Joint Staff, and OSD Staff. Mr. Kellogg is married to Sandra Simpson, and they have two sons and a daughter. Mr. Kellogg enjoys luring his family on back-country backpacking trips or camping trips in the Shenandoah Mountains or George Washington National Forest when time and weather allow it.
