Mr. Russell Wolfe currently serves as the Vice President of Engineering for Modern Technology Solutions, Incorporated (MTSI) in Alexandria, VA, which is where he has worked for the past 25 years. In this role he is responsible for capability development and innovation across the organization. He currently leads MTSI’s Innovation Program, which solicits, rapidly evaluates, and funds solutions to critical customer needs resulting in differentiating capabilities and tools for the company. Mr. Wolfe also chairs MTSI’s technical fellow panel and oversees 8 capability focus areas aligned along critical technology areas associated with artificial intelligence, autonomous systems, digital engineering, DevSecOps, cybersecurity, modeling and simulation, electromagnetic spectrum operations, and multi-domain command and control.
Prior to being named Vice President of Engineering in 2013, Mr. Wolfe served as the MTSI Acquisition and Technology Development Lead for 8 years; overseeing a team of approximately 80 analysts, engineers, scientists, and operators working on various technically challenging problems of national importance. He and his team provided project management, acquisition, systems engineering, operational analysis, airworthiness, system safety, modeling & simulation, and flight test support services to a variety of Government and Industry clients.
Mr. Wolfe is internationally recognized for the work he has performed addressing many of the technical and regulatory challenges associated with integrating unmanned aircraft systems (UASs) into the National Airspace System (NAS). He has had the honor of being selected to lead numerous special studies on behalf of NASA, DoD, and FAA to include development of the Civil UAS Implementation Plan on behalf of the FAA’s UAS Aviation Rulemaking Committee (ARC). Mr. Wolfe also served as the UAS Collision Avoidance Lead for the NASA ERAST Project (2000 – 2003), the Technology IPT Lead for the NASA Access 5 Program (2004 – 2006), the Systems Engineering & Integration Team Lead for the DoD Joint Integrated Product Team (2006 – 2008), the Systems Integration Lead for the OSD UAS Airspace Integration IPT (2009 - 2012), Systems Engineering and UAS Airspace Integration SME to the NASA UAS in the NAS Project (2013 - 2019), and Systems Engineering and UAS Airspace Integration SME to the NASA Advanced Air Mobility Mission Integration Office (2020 - 2024).
Prior to joining MTSI, Mr. Wolfe spent several years as a Senior Satellite Systems Engineer for Lockheed Martin, where he provided real-time operations support to a variety of classified on-orbit satellite systems. Earlier in his career, Mr. Wolfe spent 4 years supporting the FAA Satellite Navigation Program Office, where he worked extensively on the design, implementation and site acceptance of the GPS-based Wide Area Augmentation System (WAAS). Prior to transitioning to industry in 1994, Mr. Wolfe worked as a Patent Examiner in the Optical/Laser Measurement and Testing branch of the United States Patent and Trademark Office.
Mr. Wolfe has a Bachelor of Science in Electrical Engineering from Grove City College and a Master of Science in Systems Engineering Management from George Mason University.
