Mr. Stephen (Steve) D. Prosser was appointed as the Assistant DNI for Information and Data on 25 July 2018, becoming the Intelligence Community (IC) Information Sharing and Safeguarding Executive (ISSE), adding to his responsibilities as the IC’s Chief Data Officer (CDO). The Information and Data Office was established in the Strategy & Engagement Directorate as part of the ODNI Transformation in July 2018, with the purpose of re-imagining the future of the IC’s data and information landscape in the digital era.

As ADNI for Information and Data, Mr. Prosser is leading the IC’s effort to ensure data that is collected, acquired or created is protected appropriately, while shared to the maximum extent necessary at the speed of mission. As the IC CDO and IC ISSE, he is responsible for organizing and leveraging professionals across all IC Elements to realize the vision of “Data as an IC Asset.” As IC CDO, Mr. Prosser advances data management practices across the IC to
improve the discovery, access, and use of data across the IC. As IC ISSE, he promotes the concept of “discovery,” as defined in IC Directive 501, Discovery and Dissemination or Retrieval of Information Within the Intelligence Community. This covers data and information of all varieties, from the oversight of the ICs Compartmented Access Programs under ICD 906, to managing ODNI’s Classification, Declassification & Records Management, and FOIA
efforts.

Mr. Prosser previously served as Director, NRO Infrastructure Service Provider (NISP) for the National Reconnaissance Office’s Communications Systems Directorate (NRO/COMM). In this capacity, Mr. Prosser was responsible for the full life cycle of the NRO’s Information Technology mission, business, and enterprise (IT) infrastructure. The NISP is responsible for the acquisition, engineering, and Operations & Maintenance activities that support terrestrial communications and routing/switching fabrics between NRO ground stations, launch bases, IC and DoD facilities, and industry partners. The NISP also is responsible for full lifecycle support for the voice, video, and collaborative computing systems at four different classification levels, as well as providing Information Assurance tools to protect the security of the NRO Information Enterprise. In previous assignments, Mr. Prosser has held a variety of leadership and management positions at CIA.

Mr. Prosser graduated from Marquette University with a degree in Electrical Engineering. He and his wife Jodi reside in Oak Hill, Virginia, and they have two children. His hobbies include sports of all kinds, classic rock music, and photography.
