Todd Baker leads the Defense Enterprise Accounting and Management System (DEAMS) Functional Management Office, Office of the Assistant Secretary for Financial Management and Comptroller, Washington, D.C. He is responsible for the deployment of the Air Force’s core accounting system and serves as the primary SAF/FM representative to the DEAMS Program Management Office. His office serves as the functional product owner for agile development planning and conducts government acceptance testing, user training, and fielding of functionality to guarantee DEAMS provides quality solutions based on the Air Force’s current needs and emerging requirements. He also oversees implementing and asserting to an effective DEAMS internal control environment over IT general and business process controls.
Mr. Baker began his career as an officer in the US Army Corps of Engineers before transitioning to the private sector working in operational, accounting, and auditing positions until joining Civil Service in 2011. He has served in the Office of the Deputy Assistant Secretary for Financial Operations in policy, financial reporting, and compliance positions prior to joining the DEAMS program. He holds the Defense Financial Management, Level III certification and is a Certified Defense Financial Manager.
