David Nelson currently serves as the Chief Information Officer & Director, Office of Enterprise Information for the Centers for Medicare and Medicaid Services (CMS). David was formerly the Deputy Chief Operating Officer (DCOO), Director of Office of Information Services (OIS), Director for the Office of Enterprise Management (OEM), and Director for the Data Analytics and Control Group (DACG) for the Center for Program Integrity (CPI) at CMS. Dave brings deep experience both as a manager and technologist to this critically important position. Dave joined CMS eleven years ago after a distinguished career in the private sector, including as co-founder of two broadband development companies providing access to underserved markets in the U.S. and as Vice President of Operations for an IT development and telecommunications firm where he managed commissioning of several hundred satellite earth stations in 50 countries across Europe, Latin America and the U.S. In addition, David previously was the Director for the Offices of Enterprise Management (OEM) at CMS. This office was established by CMS in 2012 and serves as the Agency’s primary resource for development and coordination of strategic governance frameworks, execution, review, analysis, performance management, and development of business requirements for enterprise level business solutions. As part of the new OEM structure, the Office of Enterprise Performance (OEP) and the Office of E-Health Standards and Services (OESS, the Office of Information Products and Data analytics (OIPDA), and the Office of Enterprise Business (OEB) have been organizationally aligned to provide integrated leadership and to drive business transformation through standards, policy, performance management and governance. Also, David was, at one time, the Director Data Analytics and Control Group (DACG) for the Center for Program Integrity at CMS. The DACG is CMS’ primary focal point for analytics related to fraud, waste and abuse and provides statistical and data analysis for program integrity issues in the original Medicare, Medicare Advantage, Prescription Drug Plan and Medicaid programs. In this role, he provided executive leadership, management, and vision to oversee the execution of complex, enterprise IT strategies, infrastructure planning, applications, Enterprise Resource Planning (ERP), and other key initiatives. David joined CMS in 2004. As the Director, Division of Call Center Systems, Office of External Affairs and Beneficiary Services (OEABS), in this role, David managed, and was charged with, improving access to information for 40 Million Medicare beneficiaries. Prior to joining CMS, David served in a variety of challenging private sector leadership roles. David co-founded two development stage companies to develop last mile broadband access products and services for underserved markets in the U.S. He served as Vice President of Operations for several leading IT development and telecommunications companies including Loral-Orion, where David managed the commissioning of more than four hundred satellite earth stations in 50 countries across Europe, Latin America and the U.S. Mr. Nelson also served in the UNITED STATES AIR FORCE, Yakota AB Japan, and holds a Bachelor's Degree in Business Management from the University of Phoenix.
