Identity Intelligence Executive (I2X)
Ms. Kathy Lane is the Identity Intelligence Executive within the Mission Priorities, Analysis, and Collection Component (MPAC) within the Office of the Director of National Intelligence (ODNI). The I2X position was established in the President’s National Security Policy Memorandum nine (NSPM-9). As the I2X she is the programmatic and technical lead for Identity Intelligence for the Intelligence Community reporting to the DNI. For the IC, she is the Vice Chair of the Identities Intelligence (I2) Board of Governors. For the USG, she is the ODNI Senior Executive lead to implement NSPM-7 which calls for sharing National Security Threat actor identity data across the entire US Government. In her last assignment, Ms. Lane served as a Chief in ODNI’s Mission Integration Division. In this role she provided oversight to the IC and expert counsel to Executive Leadership in the ODNI on mission drivers of IC IT modernization, data sharing, Identity Intelligence, the Open Source Data Layer, and analytic Information Technology (IT) capabilities. Ms. Lane served in a joint duty assignment as a deputy division chief within the Open Source Center at the Central Intelligence Agency (CIA). In that capacity she helped stand up a new division to insert data driven analytic techniques into their production work flow and was on the CIA team that started their Data Science Career Service. Previously at ODNI, she was part of the management team that stood up the Integration Management Council of National Intelligence Managers. She began her career as a Cartographer in the organizations that formed the National Geospatial Intelligence Agency. She worked her way up from digital cartographic production, to technical support, to research and development program management, and finally as the deputy chief of the Agency level requirements office. She took time off to raise her two daughters and is happily married to a former Marine. Ms. Lane holds a Bachelor's Degree in Geology from Eastern Michigan University and a Master's Degree in Geodetic Engineering from Virginia Tech.
