Federal Director and Principal Engineer for Military & Aerospace Advanced Communications
Leland Joined Capgemini Engineering Software Frameworks Solutions team in May 2023. He is the Federal Director and Principal Engineer for Military & Aerospace Advanced Communications, leading the expansion effort vision within the Defense Industrial Base. Leland is a key contributor in multiple Industry Working Groups and consortiums for Commercial and Tactical RAN.
Leland’s technical experience spans Software Defined Radio (SDR) Concepts, Network Management and Orchestration, Integrated & Disaggregated Private Network deployments, ORAN, 5G/ Future G, Distributed mMIMO, Data Management Control, Mobile Edge Compute, Adaptive RF & Adaptive Frequency concepts, and Network Slicing.
Leland started his career at the United States Department of Defense-US Army Communication and Electronics Command (CECOM), then served 12 years in the commercial cellular industry with Sprint PCS, Philadelphia MTA, MetroPCS-Philadelphia and Verizon Wireless-Philadelphia. Just prior to joining Capgemini, Leland worked for Intel. His initial assignment was in the Communications and Devices Group (iCDG) supporting the pre-Silicon and 3GPP adoption of 5G standards through scaling 5G technology across multiple application platforms, conducting field trail testing, device interoperability development and 5G technology demonstrations. Leland transitioned to Intel Federal, where he served dual roles as an IFL Technical Influence Engineer & Technical Director for Intel’s Advanced Wireless (5G) Military| Aerospace | Government. Both roles served to encompasses a strategic focus on investment in Advanced Wireless technology (5G, SDR, beamforming, MEC, Adaptive RF protocol & Adaptive Frequency) for USG applications and research opportunities.
