
James McCament
Chief Digital Transformation Officer
U.S. Customs and Border Protection (CBP)
James McCament serves as CBP’s first Chief Digital Transformation Officer (CDTO). Mr. McCament builds and drives strong partnerships with domestic and international entities while overseeing the CBP Experience Division (CBPX). CBPX focuses on providing human-centered design to ensure CBP products fully meet the needs of employees to successfully provide CBP security services to stakeholders and the public. In this role, Mr. McCament ensures CBP’s secure facilitation of lawful trade and travel is achieved by reducing and simplifying CBP procedures, harnessing innovative technologies, and streamlining CBP operations to improve mission critical service delivery.
From November 2024 through January 2025, Mr. McCament led CBP’s 2025 Presidential Transition Team. In that role he coordinated across DHS components, the DHS Transition Team, and CBP offices and leadership to ensure the 300+ requests for CBP information from the President's Transition team were answered fully. He also provided 15 executive briefings to the Presidential Transition Team members and established a permanent repository for these materials to be accessible to all incoming political appointees upon entry on duty.
Mr. McCament previously served as CBP’s interim Chief Operating Officer. In that role McCament led the Offices of Enterprise Services and Operations Support and worked to equip CBP employees with the personnel, tools, and information needed to improve CBP’s collective ability to adapt and respond to an ever-changing threat landscape.
Mr. McCament has more than 24 years of Federal Government experience with the Departments of Treasury and Homeland Security, serving as a founding member of DHS. His multiple senior level leadership roles across DHS as well as in operational leadership at CBP and U.S. Citizenship Immigration Services (USCIS), where he served as Deputy Director and Chief Operating Officer, demonstrates his proven ability to rapidly identify, advance and implement critical innovative capabilities to strengthen our nation’s security services.
Mr. McCament received his Juris Doctor degree from the University of Notre Dame Law School and his Bachelor’s degree from Mount Vernon Nazarene College.
