Phoebe Greentree

Phoebe is an international defence policy specialist with experience spanning multilateral diplomacy and representational roles, including at Australia’s Missions to NATO and the European Union, and the United Nations.
Phoebe has led high-performing teams to develop and implement policies related to, for instance, Australia’s acquisition of nuclear-powered submarines under AUKUS, support to Ukraine, partnership with NATO, enhanced engagement with Pacific partners, and support for at-risk locally engaged Afghan employees.
Prior arriving in Washington, D.C. she was Assistant Director General for International and Strategic Policy at the Australian Submarine Agency. She has also held roles in the Department of the Prime Minister and Cabinet and the Department of Defence.
At Defence, Phoebe played a key role in developing and implementing Defence’s contribution to Australia’s Pacific Step-Up. This built on her earlier experience supporting Defence Cooperation Programs in the Pacific and leading the development of Australia’s Pacific Maritime Security Program.
Phoebe holds a Master of Public & International Law from Melbourne University, and Bachelors of Science and Arts from the University of New South Wales. She is proficient in French, German and Dutch.
