Mr. Robert Monto Jr. joined the Army Rapid Capabilities and Critical Technologies Office (RCCTO), then known as the Army Rapid Capabilities Office, in September of 2016. He serves dual hatted as Director, Human Machine Integrated Formations (HMIF) Project Office and Director, Advanced Concepts and Critical Technologies (ACCT). As Director, HMIF Project Office, Mr. Monto leads a team responsible for prototyping, integrating, and deploying Human Machine Integration (HMI) prototypes into Army formations, accelerating deployment, fostering Soldier- Robot collaboration, enhancing Soldier safety, and maintaining the Army's technological edge in defense. By integrating advanced technologies, such as weapons technology, multi-domain sensors, communications, and information- processing capabilities, HMIF is creating a highly mobile, information-leveraged force, ensuring the Army remains at the cutting edge of defense technology and prepared for future battles.
As Director, ACCT, Mr. Monto identifies evolving operational needs, discovers disruptive capabilities, and creates comprehensive plans to provide residual combat capability for military operations. He aligns academia, industry, and Science and Technology organizations to address emerging needs and scouts technologies to close strategic gaps, overmatch capabilities, and disruptive, game-changing technologies. Rapidly assessing, developing, testing, and transitioning advanced technologies, Mr. Monto serves as a quick reaction cell for rigorous research, prototyping, experimentation, and assessment, addressing high-priority items from Army leadership.
Mr. Monto previously served in System of Systems Engineering and Integration (SOSE&I) from 2015 to 2016, leading the engineering and analysis division. Before that, as Technical Director for PdM Tactical Mission Command (TMC) at Program Executive Office Command Control Communications-Tactical (PEO C3T) from 2011 to 2015, he led the technical direction for an Acquisition Category (ACAT) 1AC Major Automated Information Systems (MAIS) program, focusing on developing, testing, procuring, and improving Army mission command systems. In the role of Assistant Product Manager (APM) for Battle Command Web and Maneuver Control System from 2008 to 2011, Mr. Monto managed cost, schedule, performance, and programmatic decisions. He actively participated in multiple tests, certifications, and fieldings, with overseas deployments to ensure fielding success.
Mr. Monto holds an M.S. & B.S. in Software Engineering from Monmouth University. He is a graduate of the Defense Acquisition University’s Senior Service College Fellowship. He holds executive certificates from The Wharton School, MIT Management Sloan School, University of Pennsylvania, and Eckerd College. He is a recipient of the Civilian Service Commendation Medal; Commander’s Award for Civilian Service and three times been awarded the Achievement Medal for Civilian Service. He is a recipient of the Army Acquisition Corps Level III in Systems Planning, Research, Development, and Engineering, and he is a member of the Army Acquisition Corps.
